FILE - This July 22, 2004 file photo shows a Barnes and Noble book store in Springfield, Ill., displaying "The 9/11 Commission Report", the final report of the National Commission on Terrorist Attack upon the United States. The CIA released hundreds of pages of declassified documents related to the Sept. 11, 2001 attacks that detail the agency’s budgetary woes leading up to the attacks and its attempts to track al-Qaida leader Osama bin Laden. Many of the documents are cited in the 9/11 Commission report. (AP Photo/Seth Perlman)Budgetary woes in the CIA unit that tracked Osama bin Laden prior to the deadly 2001 strikes led analysts to believe that catching the al-Qaida leader was unlikely, according to government records published Tuesday.
